For phoenixhime (and anyone else who have the same question), who once asked me about the difference between 「～と言いました」 and「～と言っていました」. The following is an example provided by Takeda-sensei...
1) A is planning to have a party and invites B to it.
A： 来週 パーティーをします。Bさん、来ませんか。
B： いいですね。行きます！
2) A and C who is one of the participants of the party are talking.
C： 来週の パーティーにBさんは 来ますか。
A： ええ、（Bさんは）来ると 言っていました。
C： そうですか。
3) B had completely forgotten about the party and did not go to it. A and B are talking about it.
A： Bさん、パーティーに 来ませんでしたね。
B： えっ？パーティーですか。
A： ええ。Bさんはパーティーに 行きますと 言いましたね。
B： すみません！！ 忘れていました…。
まず、「～と言いました」は典型的には話者自身または誰かが言ったことを一字一句そのまま引用するような場合に使います。
それに対して、「～と言っていました」は誰かが言ったことの内容を一字一句同じでなくても引用するような場合に使います。
Rough translation: 「～と言いました」is used when quoting what someone else said word for word.
「～と言っていました」is used when roughly quoting what someone else said.
